Tender description

Objective:

The Norwegian Tax Administration needs to enter into a framework agreement for career counselling. The framework agreement shall contribute to help our employees raise their awareness of their own career opportunities and see the importance of developing their competence in accordance with the administration's needs. The agreement shall also support the administration's need for initiating good and goal-oriented measures for ensuring sufficient capacity and competence.

List and brief description of conditions

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Norwegian companies: company registration certificate.

Foreign companies: verification showing that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Contract performance conditions
An approval of the extended tax certificate is required. See Annex. See also the tender documentation.
List and brief description of selection criteria

A very good ability to deliver is required. Description of the service provider's technical capacity and professional qualifications. A description is requested regarding the capacity of relevant entities at the tenderer's disposal. With regard to qualifications, a short overview of the tenderer's general relevant expertise shall be given. Individual persons are not to be named. CVs will not be included in this assessment.

Significant experience from similar assignments is required. The tenderer's most important deliveries over the last 3 years, including a description of the assignments, the values, time frames and recipients.

Tenderers shall have routines for safeguarding environmental measures. Tenderers shall enclose certificates or attestations that document that the tenderer complies with relevant European or international environmental management standards. Other documentation of equivalent environment management measures can be presented.

Sufficient finances are required to fulfil the assignment. Credit rating from a certified credit institution. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past 3 years. The key figures for liquidity and the equity ratio must be shown on the credit rating. If a tenderer will use another company to fulfil the current qualification requirements, an extract of the annual accounts must also be presented for these companies. Extracts from the annual accounts mentioned in the previous sentence must fulfil the requirements in the above bullet point.
