Tender description

The Framework Agreement comprises services for quality assurance of government investment project discussed below. The primary objective of the quality assurance is to give the customer an independent analysis and evaluation of:

— the concept study before proposed concepts are presented to the Government (KS1),

— the preliminary project (governing documents and cost estimates) for the chosen project alternative before it is presented to the Norwegian Parliament (KS2).

The Framework Agreement concerns quality assurance of concept study (KS1) and preliminary project (KS2) for government investment projects included in the circular letter R-108 Government project model — Requirement for report, planning and quality assurance of large investments projects in the state.

Legal, economic, financial and technical information

List and brief description of conditions

Requirement: Paid taxes and duties.

Documentation: Certificate, not older than 6 months, confirming that the tenderer has fulfilled his tax, social security and VAT obligations. The certificate can be ordered and obtained from Altinn from the separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no. The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirements: The tenderer shall be a legally established company.

Documentation:

Norwegian tenderers: Company Registration Certificate

Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

List and brief description of selection criteria

Requirement: Tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate

Documentation:

A credit rating with key figures from a recognised credit assessment company, or other form of documentation to demonstrate that the requirement has been met.

List and brief description of selection criteria

Requirement: The tenderer must have sufficient experience to implement the delivery.

Documentation: A description of the tenderer's three most relevant assignments in concept studies/socio-economic analysis, 3 most relevant assignments in project management during the last 3 years, together with information about the contract value, delivery dates or implementation and name of the recipient. Maximum one A4 page per assignment.

Relevant assignments means assignments of an equivalent nature, complexity or extent as that requested in this tender documentation, cf. the assignment description in annex 1. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.

Requirement: The tenderer must have sufficient capacity and competence to implement the delivery within the specified framework and deadlines.

The tenderer must be able to refer to at least 5 assignment managers with project management experience from more than 3 relevant assignments related to concept assessments/socio-economic analysis and at least 5 assignment managers with project management experience from more than 3 relevant assignment related to preliminary projects (estimating/uncertainty analysis/project management).

The tenderer must refer to at least 20 employees with experience from concept assessments and/or socio-economic analysis and at least 20 employees with experience from estimating, uncertainty analysis and/or project management, from relevant assignments. Relevant assignments means assignments of an equivalent nature, complexity or extent as that requested in this tender documentation, cf. the assignment description in Annex 1. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.

Documentation: A description of the tenderer's average annual workforce and the number of employees in the management in the last 3 years.

An overview must be presented of education and professional qualification of employees with relevant knowledge and experience for the procurement must be presented in a table. Relevant knowledge and experience means experience from assignments of an equivalent nature, complexity or extent as that requested in this tender documentation, cf. the Assignment Description in Annex 1. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.

The Contracting Authority for call-offs on the Framework Agreement is the Finance Department and relevant specialised ministries. These jointly make call-offs on the Framework Agreement.
