Tender description

The objective of the contract is to cover the Norwegian Armed Forces' need for delivery of workshop services, maintenance, spare parts and technical support for Garrison Sør-Varanger's fleet of The purpose of the procurement is to cover the Armed Forces' need for delivery of workshop services, maintenance, spare parts and technical support for Garnison Sør-Varanger's inventory of light-duty off-road vehicles (Norwegian abbreviation: LTK) and snowmobiles. The fleet comprises mainly 175 CanAm Outlander vehicles and 195 Lynx Commander 800 vehicles. However, the fleet may change during the agreement period.

The agreement must ensure the contracting authority's maintenance and supply capacity for the existing machine park of ATVs and snowmobiles at the Garrison in Sør-Varanger beyond what the Défense Sector has in its own organisation. This must be done at a sustainable cost.

Qualification requirement 1:

Tenderers must have good experience from equivalent assignments.

Documentation requirement 1:

Overview of the tenderer's three most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The overview must include a statement of:

— the assignment value,

— dates,

— recipient (name, telephone number and email address),

— a brief description of the contract.

It is the tenderer's responsibility to confirm relevance through the description.

Qualification requirement 2:

Tenderers must have sufficient capacity to complete the delivery.

Documentation requirement 2:

A description shall be given of the tenderer's technical personnel or technical entities the tenderer has at their disposal to fulfil the contract.

Qualification requirement 3:

The tenderer must have sufficient competence to implement the delivery.

Documentation requirement 3:

A description of the education and professional qualifications that the tenderer has at his disposal to complete the delivery. CVs are not requested here.

Qualification requirement 4:

Tenderers must have a good and well functioning quality assurance system.

Documentation requirement 4:

A description of the tenderer's quality assurance methods. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

Qualification requirement 5:

Tenderers must have a good environmental management system.

Documentation requirement 5:

A description of environmental measures that have been implemented in the business. If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Norwegian tenderers: Company registration certificate,

Foreign tenderers: Confirmation that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Qualification requirements:

Tenderers must have the required economic and financial capacity to fulfil the contract. A credit rating of ‘credit worthy’ or equivalent will be sufficient to fulfil the requirement.

Documentation requirement:

A credit assessment from a certified credit rating agency based on the most recent known accounting figures. The rating must not be older than 3 months from the deadline for receipt of tenders or the tenderer's annual accounts (including notes with the board and auditor's report) from the last 2 years. If the annual accounts for the last year are not finished before the tender deadline expires for this competition, the preliminary annual accounts for the last year shall also be attached.
