A dynamic purchasing system shall be established for the procurement of playground equipment with accompanying ground work and assembly for Bergen municipality and its joint venture partners. The dynamic purchasing system is for procurements for more than 300 000 NOK excluding VAT. Procurements with a value lower than 300 000 NOK shall be carried out via the framework agreement.
New suppliers can continually qualify for participation in the scheme. Only qualified suppliers will have access to the published competitions. In this stage of the process, interested suppliers can apply to be qualified and included in the dynamic purchasing system.
The qualification of suppliers will be carried out by the beginning of August 2018.

The contracting authorities require playground equipment that children and youths want to use, which leads to activity and play that challenges both physical mastering, fantasy and cooperation.
Municipal playgrounds include playgrounds connected to nurseries, combined nursery and primary schools, primary schools, combined primary and secondary schools and public nurseries.
The aim of the dynamic purchasing system is primarily to ensure continual operation of existing playgrounds, including replacing old apparatuses, supplementing with new apparatuses, repairs, improvements and replacing parts. The framework agreement shall also be used for the renovation of playgrounds and the establishment of play areas.
The tenderer shall carry out ground and terrain work that is required for the installation of apparatuses, lay a surface to break falls and any other work included in the contract. Furthermore, the surrounding terrain shall be repaired after the work has been completed. This involves laying soil, sowing, planting, light asphalt work, etc. Rough site works (e.g., pigging, blasting, thawing or comprehensive ground and terrain works) are not included in the framework agreement.
The contracting authority sees the contract as a supplies contract, however with a significant amount of construction and site works.
