This invitation to tender is issued according to the selective procedure pursuant to Article 15 of the Swiss Federal Act of 16 December 1994 on Public Procurement (PPA, SR 172.056.1). The procurement procedure is subdivided into two stages.

— Stage 1: during stage one, a pre-qualification review of bidders is carried out (pre-qualification procedure). The suitability and selection criteria include an examination of the bidder’s experience and specific market focus. As part of this process, you must demonstrate the core characteristics of your platform vehicle. The bidder’s platform vehicle must as far as possible be consistent with the existing supply, infrastructure and timetable concepts of the competent authorities. The platform vehicle is defined in the pre-qualification documents.
