This contract concerns the conclusion of a contract for the services of a paediatrician for the crèche at the General Secretariat of the Council of the European Union in Brussels with a capacity of approximately 177 children aged between 0 and 4.
Brussels.
Establishment of a contract for the provision of the services of a paediatrician (hereinafter referred to as 'the paediatrician') for the crèche at the General Secretariat of the Council of the European Union in Brussels (hereinafter referred to as 'the Secretariat'), with a capacity of approximately 177 children aged between 0 and 4 years.
The contract will take effect on 1.9.2018 and will have a duration of 12 months, tacitly renewable 3 times. The contract will be based on 8 hours per week, spread over 2 non-consecutive days, preferably from 8:00 to 12:00. The final schedule will be decided according to the needs of the secretariat, by mutual agreement between the secretariat and the paediatrician selected. Additional services may be requested by the secretariat in accordance with point XII of the tender specification. The service represents an annual average of 344 hours of basic services and 60 hours of additional services.
The paediatrician selected must ensure the replacement by another paediatrician in case of absence. Replacements may not exceed 20 hours per purchase order period (6 months), unless expressly authorised by the Secretariat.
The services include:
1. supervision of preventive medicine in the crèche
— medical examinations prior to entering the crèche,
— periodic preventive medical consultations at 9 months, 18 months and 30 months,
— specific consultations necessary in the event of chronic illness or proven medical problems,
— checking children's environment in terms of health and safety (trauma prevention, room temperature, fight against pollutants, allergy prevention, etc.).
Control and monitoring of hygiene coordination by the nursing staff:
— the application of the medical provisions of the GSC nursery regulations and the hygiene guide (Annexes V and VI of the tender specification),
— validation of medical protocols (emergencies, eviction criteria, epidemic, meningitis, etc.),
— validation of the content of letters to parents,
— possible validation of the composition of menus,
— validation of any special diets for children's health reasons,
— validation of medical equipment, pharmaceutical and healthcare products, hygiene and cleaning products,
— medical responsibility for the 'crisis unit', implemented in the event of a serious contagious disease during the opening hours of the crèche and in the evenings and at weekends,
— intervention in cases of suspected abuse, as part of the procedure at the crèche,
— collaboration with the secretariat medical officer and the crèche management’s occupational physician, when the illness of a child or a member of staff is likely to have repercussions on the state of health of other children or other members of staff.
2. other duties
— preparation of various reports and opinions, if necessary in collaboration with the competent professionals (nurses, educational psychologists, etc.), including a detailed report in the event of incidents or any other fact which must be brought to the attention of the Secretariat,
— medical advice at the request of the Secretariat, possibly including joint advice to be drawn up with educational psychologists or other professionals mandated by the Secretariat,
— ad hoc drafting of various procedures and their implementation.
3. medical supervision of nurses' tasks
— the daily application of preventive medicine in the crèche,
— monitoring the possible specific needs of children suffering from chronic or specific pathologies,
— medical and administrative follow-up of files concerning children and matters under his/her responsibility,
— writing reports and procedures.

Ministerial Decree of 15.9.1979 laying down special criteria for the accreditation of specialist doctors, internship supervisors and placement services for the paediatric specialist field.
The most commonly used language being French, a good knowledge of this language corresponding to level C1 of the Common European Framework of Reference for Languages is required in comprehension, and spoken and written skills.
A satisfactory knowledge of English is necessary (minimum level B1 according to the Common European Framework of Reference for Languages) in comprehension, and spoken and written skills.
Paediatricians must take into account the multicultural and multilingual specificity of the staff of the European institutions and their children when carrying out their activities.
