List and brief description of conditions
Where it is required, within a bidder’s country of establishment they must confirm which authorisation or memberships of the relevant organisation(s) are required in order to perform this service. Bidders must confirm if they hold the particular authorisation or memberships. Bidders must be accredited by a registered Safety Schemes in Procurement ('SSIP') organisation such as CHAS or SafeContractor, or BS 18001 or equivalent. Bidders must also be members of SELECT, NICEIC or equivalent and also Gas Safe.

Bidders will be required to provide examples that demonstrate that they have the relevant experience to deliver the services/supplies as described in part II.2.4) of the OJEU contract notice or the relevant section of the site notice.

Bidders will be required to confirm that they and/or the service provider have the following relevant educational and professional qualifications.

The bidder confirms they already have or can commit to obtain, prior to the commencement of the contract, the levels of insurance cover.
Minimum level(s) of standards possibly required

Lot 01: bidders will be required to have a minimum ‘general’ yearly turnover of 1 000 000,00 GBP for the last 2 years.

Lot 02: bidders will be required to have a minimum ‘general’ yearly turnover of 250 000,00 GBP for the last 2 years.

It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commence of any subsequently awarded contract, the types and levels of insurance indicated below:

— employer’s (compulsory) liability insurance = 5 000 000,00 GBP,

— public liability insurance = 10 000 000,00 GBP.

Contract performance conditions

Lot 1: A schedule of rates will be used including performance requirements, NHF/M3 Schedule, Version 7.1.

Throughout the duration of the contract there will be continuous improvement including real time issuing and management of works orders, use of personal digital appliances by contractor’s operatives, weekend and out of hours appointments, provision of call centre facilities and the like. These will all be fully defined within the Invitation to Tender (‘ITT’) documentation. The successful organisation will therefore require to invest in such technology and service level improvements. The service will require to encompass 24 hours, 365 days per annum, i.e. comprehensive including outwith normal working hours.

Lot 2: As above however excluding out of hours and emergency call handling.

Transfer of Undertakings (Protection of Employment) Regulations (‘TUPE’), Viewpoint Housing Association Ltd cannot state whether or not TUPE applies and is not: responsible for:

(a) providing any TUPE information; and

(b) warranting the accuracy of any TUPE info provided to the bidders by incumbent contractor.

Organisations should submit a fully completed ESPD submission for Lot 1 and/or Lot 2 and clearly identify each ESPD submission as Lot 1 or Lot 2.

Briefing event: it is anticipated that a briefing event will be held during the period of the ESPD submission to enable organisations to be briefed by Viewpoint Housing Association Ltd. This will comprise an open forum held at Viewpoint Housing Association head office in Edinburgh.

A summary of the expected community benefits has been provided as follows: the ITT documentation will include community benefits appropriate to the nature and scale of the works. It is anticipated.

These will include:

Lot 1: Organisations proposals for local labour, apprenticeships, contribution to tenant group projects and the like.;

Lot 2: Organisations proposals for benefits associated with void property repairs, for example, tenant welcome packs.

The contract documents shall, inter alia, include the requirement for bidders to include proposals for:

(a) continuous improvement;

(b) shared resources/staffing;

(c) void pack for incoming tenants;

(d) value engineering including options for price per property options;

(e) call handling.
